BACKGROUND

The United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) is a victorious result of the various Indigenous Peoples movement worldwide. However, since its adoption in 2007, it is not yet fully recognized by the states. To review the extent of the implementation of the UNDRIP, the United Nations, through the UN Permanent Forum on Indigenous Issues (UNPFII), will organize a high-level plenary meeting of the General Assembly in 2014, known as the World Conference on Indigenous Peoples (WCIP). This is in accordance with the resolution of the UN-GA last December 21, 2010, which was adopted by the UNPFII in its 10th and 11th sessions.

As the World Conference on Indigenous Peoples draws near, it is crucial for the indigenous youth to act and collectively move forward in presenting their unified positions and recommendations to this important process for the Indigenous Peoples. Thus, the Asia Pacific Indigenous Youth Network (APIYN) and Land is Life is hosting an Asia-Pacific Indigenous Youth Preparatory Meeting on WCIP dubbed as Weaving Perspectives: Converging the Indigenous Youth Initiatives in Advancing the Rights of Indigenous Peoples on April 19 – 21, 2013 in Baguio City, Philippines.

After this three-day meeting, the participants are encouraged to attend the Community Youth Jam and Cultural Exchange in the yearly celebration of the Cordillera Day in Abra, Cordillera from April 22-24, 2013. In this integration, the participants will have an opportunity to learn the IP struggles of the community and share their communities’ experiences, struggles and culture and present to the community the result of the three-day preparatory meeting.

OBJECTIVES

The activity will gather 55 indigenous youth from the Asia-Pacific Region and some other countries from Latin America, North America and Africa. It aims to provide appropriate activities and avenues for the indigenous youth to concretize and articulate their concerns as enshrined in the UNDRIP based on their own experiences concerning the instrument and come up with positions to be presented/submitted to the WCIP Global Coordinating Group meeting in June 2013 and in the WCIP actual meeting in June 2014. The results of the youth preparatory meeting will also be submitted to the drafting committee of the Alta Declaration.
